In continuation of my confidential despatch
He
of the 6th.ultimo, I have the honour to inform you that
Mr.Liang Shih-yi called on me on the 24th.ultimo.
had arrived the night before from Canton and was
leaving next day for Peking. He was accompanied by
Mr.Liang Lan-haun, ex-Consul General for China in
Australia, who acted as interpreter.
Mr.Liang Shih-yl was very reticent. He
said that he had had seven interviews with the Governor
General of Kwanting and that he had arranged with him
for the disbandment of many troops. This would effect
a great economy. He had been able to give the Governor
General much advice and he anticipated in consequence
a great improvement in the conditions obtaining in the
Province. He had had an interview with His Majesty's
Consul-General who had told him that there were no
complaints of interference with foreign trade.

This latter statement induced me to ask
whether Mr.Jamieson had not mentioned the subject of
the Green Island Cement Company's difficulties in
obtaining limestone from the sources from which they
had obtained limestone for over 20 years. He said
Mr.Jamieson had mentioned the case and that he ( Mr.
Liang ) had discussed it with the Governor-General
and the Commissioner for Industries.
